How do you know whether to use à or de? I know that for some, like parler, dire use à but then decider de and some others.. how do you know which ones to use?
And also, how do you know which ones to use when you go from a noun to the infinite verb? Like je suis prêt à payer.

Some verbs may have different structures, you may 'parler à/parler de' for instance;
you use 'parler à' when you see the persons and talk to them
you use 'parler de' when you talk to a friend about someone else
And also:
il décide de travailler
il se décide à travailler
Have a look at the tests;that's the beginning, and come back if you don't understand one of them.
