Hello everyone!
I am confused by using should, could and would when I have to express something which did not happen in the past. For example, can I say:
These tenders, according to their nature and value, should (have)or(had) been awarded through either copmetitive or restricted tendering methods.

You can even give some clarification by using could and would as mentioned above.

should had been doesn't exist.
