Bonjour,
J'ai traduit cela par : "I would like to know if you have completed the form I sent you, to allow me/(to enable?) me to start the application process of the internship agreement in my university"
Merci de votre aide!

Bonjour,
voici quelques variantes:
"I would like to know if you have completed the form I sent you, so that I can start applying for the internship agreement at my university"
"I would like to know if you have completed the form I sent you, which would allow me to start the application process of the internship agreement at my university"
"I would like to know if you have completed the form I sent you, in order for me to be able to apply for the internship agreement at my university"
normally, you apply for a job, I don't know if you can apply for an agreement, you could also say:
"I would like to know if you have completed the form I sent you, so that I can ask for the internship agreement at my university"
